If it were up to Democratic FCC Commissioner Mignon Clyburn, a incubation program and minority tax certificate giving broadcasters an incentive to sell radio or TV stations to minority broadcasters would each be back.
Unfortunately, the FCC doesn’t decide such matters, and Republican colleague Michael O’Rielly believes the deregulatory climate on Capitol Hill leaves little opportunity for a return of the two initiatives.
