											<content type="html">Copps keeps talking about tougher renewals, but the FCC doesn&amp;#039;t have the staff to keep up with the ones they have now.  The Congress isn&amp;#039;t going to give them more money.  As for diversity, all it would take is a system of loan guarantees for minority applicants.  Or a procedure where current owners are given tax breaks for sales to minorities.  It wouldn&amp;#039;t take much, but it would take action, not words.  Copps has never been a coalition builder, which is why he never gets anything done.</content>
