The Congress isn't going to give them more money. As for diversity, all it would take is a system of loan guarantees for minority applicants. Or a procedure where current owners are given tax breaks for sales to minorities. It wouldn't take much, but it would take action, not words. Copps has never been a coalition builder, which is why he never gets anything done.
