Rice attempting a comeback
Generally, the $65K sale of a suburban standalone AM station outside a relatively small market is a completely off the TVBR radar screen. This time, however, there are extenuating circumstances which elevate the level of interest.
Contemporary Media Inc. has filed to acquire WAPZ-AM Wetumpka AL (outside Montgomery). Contemporary Media is solely-owned by Michael S. Rice, who by his own admission was convicted of "...nonviolent sexual offenses involving teenagers."
The $65K deal is secured by a $5K escrow deposit, which will go to seller Johnny E. Roland of J&W Promotions in the event the deal is not completed.
Rice appended a six-page document to the FCC filing, "Statement Regarding Rehabilitation of Michael S. Rice," detailing steps he has taken since his earlier troubles began - - troubles which resulted in a jail term and the loss of previously-owned stations in Terre Haute, Columbia MO and elsewhere.
Rice claims he was an undiagnosed sufferer from no less then three psychological disorders, which, along with abuse of alcohol, rendered him unable to control his actions. He says has since undergone extensive and successful treatment, and has paid his criminal debt to society.
He also quoted the FCC itself: "[We find merit...[in the suggestion that] the applicant involved in serious misconduct might have its application granted if it could show the ability to operate in the public interest with no likelihood of future misconduct."
"A time must surely come when a man who made a mistake (whether or not it was his fault) and who has paid the fullest measure for that mistake will be permitted to 'live down his past,' make a new start and go on with his life, "says the petition. "It is deeply ingrained in the moral, legal and religious traditions of this nation that a man who has worked hard to make amends for his past and to rehabilitate himself must be given a second chance."
