Two years ago, Clark Garen attracted national attention for his battle against one of the nation’s largest cable TV providers — Charter Communications.


Garen brought a discrimination suit against the MVPD for its failure to bring KAKZ-LD’s DT-3 signal to Charter Spectrum systems in the city of Beaumont, Calif., thus allowing local viewers to get Azteca América programming from his low-power facility in the Palm Springs, Calif., market.

While the story faded, the desire for this facility’s success hasn’t. It just won’t come under the same licensee.
