During the battle over the Performance Rights Act several years ago, the GAO studied this and said it couldn’t provide a definitive answer. We think the GAO should carry itself with a little more self-confidence – the results DO look convincingly definitive. Here is our analysis of the GAO report – definitely worth a read.
