The FCC has ordered an inquiry into whether Arbitron’s Portable People Meter (PPM) system accurately measures minority audiences. The move had been sought by the National Association of Black Owned Broadcasters and the Spanish Radio Association. Now it’s likely that the federal courts will be asked to rule on whether the FCC has authority to conduct such an investigation, since Arbitron is not a Commission licensee.
