Spectrum is like land: Not only is there a finite amount, but some of it is in locations that make it highly sought after.

Broadcast TV bands such as 600 MHz are beachfront property to cellular operators because signals travel farther at lower frequencies. That means an operator with those licenses can cover a city with fewer base stations, thus significantly reducing its capital and operating expenses. Those savings put it in a better position to price its services competitively yet profitably.
