According to Preston Padden, all the FCC did with its latest incentive auction pricing estimates was take the formula made public 12/17/14 and do the math. It has yet to take into account revisions indicated by results of the AWS-3 auction.
Padden, Executive Director of the Expanding Opportunities for Broadcasters Coalition, noted that anybody could have done the same thing.
