On March 23, 2018, President Donald Trump signed the Consolidated Appropriations Act of 2018 into law.

The act also included the Repack Airwaves Yielding Better Access for Users of Modern Services Act of 2018, which part of it amended section 13 of the 1934 Communications Act.

This requires the Federal Communications Act to send a Communications Marketplace Report to Congress. In order to send a report to Congress, the FCC needs to provide input on what the competition is like in audio programming.
