Anthony F. Davis was nabbed by the FCC for operating an unlicensed FM station in Winter Haven FL, part of the Lakeland FL Arbitron market. Davis was plying the spectrum just to the left of the noncommercial edge of the standard FM band at 87.9 MHz. He did not respond to a notice of apparent liability, so the NAL has been moved along to a full-fledged forfeiture order for the standard piracy fine of $10K.
