Grounds for dismissal?

Verizon would love to get its CATV-competitive FiOS fiber-optic technology flowing into the 3M TV households that are in the New York City market, but NYC officials are balking over fears that Verizon isn’t properly grounding wires during installation. According to the Associated Press, there is no danger from the fiber-optic material itself, but wall-mounted installations lead to coaxial cable, which regulators fear could cause both shocks and fires if not properly grounded. Verizon says there is no history of this being a problem and that the objection has not been raised in 15 other states where it has initiated operations.

RBR/ TVBR observation: And they though local jurisdictions were just going to badger them about PEG channels.
