Layers of spinning in North Carolina

James Goodmon’s Capitol Broadcasting Company will be extending its reach beyond its Raleigh-Durham roots with an FM-to-be earmarked for the neighboring Rocky Mount-Wilson NC market. The station being sold has an application for facilities changes before it’s even built, and another FM station is moving to accommodate it. The station is WNCM-FM, a Class A licensed to Garysburg NC. It’s coming from Tom Joyner (that’s A. Thomas Joyner, not the famous air talent Tom Joyner) for $825K. Capitol is accepting possible additional costs, including half of any expense over $50K to effect a facility change for WWDW-FM, moving from 103.1 MHz to 107.7 MHz. That will enable WNCM to more to Sharpsburg NC. Also, if the FCC charges an unjust enrichment penalty over and above $200,200, Capitol will eat 50% of that. Capitol operates radio and television stations in the Raleigh market.
