Over the past 21 years I have conducted Alternative Compliance inspections, I have found one question to be asked more frequently than any other.

Have you ever certified a non-compliant station?

I have one simple answer: There is no such thing as a 100% compliant radio or TV station in the U.S.

Unfortunately, where compliance has been seen, individuals with a grudge have been found to create problems post-visit.
