The FCC is forcing two buccaneers of the airwaves to walk the plank in the New York City market. Both are facing $10K fines, and neither has filed with the Commission in their own defense. Working in the commercial FM band out of the Bronx was Alexander Kissi, taking to the FM dial on the shipping lane otherwise known as 96.5 MHz. Yvon Louis, on the other hand, was operating in noncommercial waters on 88.1 MHz. The Louis station was based in the Hollis section of Queens.
