The jury is still out as to whether or not NAB and RIAA can come to terms over the Performance Rights Act. Terms being discussed at the behest of Congress would involve an act of Congress, and one term, a mandate for an FM chip on cell phones, has gotten the wireless industry up in arms.
In a letter to the chairs and ranking members of the two judiciary committees, a coalition of groups involved in the wireless industry said,
