In a plan they’re calling “Local Choice,” Senate Commerce Committee Chairman Jay Rockefeller and Ranking Member John Thune would effectively be allowing cable and satellite subscribers to order TV stations on an a la carte basis, paying the stations’ prices, and thus eliminating the retrans negotiating process. The plan is to attach the proposal to the Satellite Television Extension and Localism Act (STELA) reauthorization bill.
