The political speech commonly found on a campaign button is exempt from full disclosure rules identifying the entity responsible for its existence. The broadcast equivalent, however, is not. That is the ruling gleaned from the FEC by the Club for Growth PAC. CFG was hoping to be able to toss quick hitters of very short duration into the political mix, but saying “We’re Club for Growth and we approved this ad” would eat up a good four seconds, making such a buy virtually pointless. But the FEC did not find any wiggle room in the Bipartisan Campaign Reform Act of 2002 to allow the exception.
