There may have been a lot of noise about the Free Market Royalty Act, introduced 9/30/13 by Mel Watt (D-NC), but it will take a lot more than noise for the bill to become a law.
According to govtrack.us, Watt’s bill has only a 7% chance of making it out of committee. The Judiciary is the one where it is currently parked.
And if it makes it past that hurdle, its odds of becoming a law –which would involve getting it through the Senate and the White House – stand at a lowly 1%.
