Hall of Fame Country Host Buys An Australian’s Radio Group

TORONTO — He’s an award-winning Country broadcaster who helped launch the CMT network in Canada and today is the morning co-host of KUZZ-AM & FM in Bakersfield, the legendary Country station founded by Buck Owens.


Now, Cliff Dumas is poised to become a licensee. And, it sees one foreign owner take over a group of stations that have been held by Australian citizens.

Dumas’ BTC USA Holdings Management Inc. is agreeing to purchase KTOY-FM 104.7 in Texarkana, Ark.

The Class A today offers Classic R&B and Old School programming. Could that be changing? That will be up to Dumas, upon closing the transaction.

The seller is the Richard Burns-led Jo-Al Broadcasting, and the transaction is valued at $60,000.

Clifton Gardiner & Co. is serving as the Deposit Agent and the seller’s representative in this deal.

Dumas will hold 80% equity interest in KTOY through his “Broadcast 2 Podcast Inc.” The remaining interest will be held by Canadian entities.

There’s more: Dumas’ company is buying Burns-led Frontier Media, and the assets tied to this Alaskan operation.

If Burns sounds familiar, it is because he  in February 2017 with his wife, Sharon, became the first foreigners to obtain FCC approval for 100% ownership of an AM or FM radio station. The Burns are Australian citizens.

A $420,000 purchase price was agreed upon for three radio stations and a group of FM translators, listed as follows:

Lastly, a second $420,000 transaction has been made, which will give Dumas the Texarkana Radio Licenses LLC properties.

  • K257FY in Texarkana, Ark.
  • KTTY-FM in New Boston, Tex.
  • KTFS-FM in Texarkana, Ark.
  • K254AS in Texarkana, Ark.
  • K288FI in Texarkana, Ark.
  • KCMC-AM and K330DW in Texarkana, Tex.
  • KTFS-AM and K290CP in Texarkana, Tex.

Clifton Gardiner was also the seller’s broker on the Juneau and Texarkana Radio Licenses transactions.
