According to FCC Commissioner Ajit Pai, Dish Network pulled off a craft end-around of the designated entity rules that enabled it to bank more than $3B in bidding discounts in the recent AWS-3 spectrum auction. Pai partly blames FCC rules changes.
According to Pai, the discounts went to two successful bidding entities in which Dish had a stake.
