Frequent trader Educational Media Foundation is buying an FM CP in the Richmond VA area and shedding one around Rapid City SD. The Christian non-profit, comfortable on both sides of the commercial/noncommercial divide, is dealing in the reserved band in both cases this time around. It is buying WKYV-FM Colonial Heights VA from JKJ Educational Foundation for $125K. It’s a Class A on 90.1 MHz with 500 w @ 295’. In the other transaction, it’s donating KOAR-FM CP in Spearfish SD to Black Hills State University. The Class A on 90.9 MHz will be BHSU’s second FM in the area.
